It is no bad idead to backup the file. It is very small and therefore it should be no problem to copy it somewhere else. Just make sure, that you only do this while the game is NOT running or you could damage the file.

Well, there are some cases, when the graphics quality is interfering. Try setting in game all of the graphic options to the lowest possible value, just for testing purposes and check if there is any improvement at all.
