This is speculation ,so it's not really a spoiler. Anyway, ti's not Moxxie, but the kidnaper is probably a women. Going by the ending of The Pre-Sequel and the Kidnapper's general snarkyness, i'd say it's Lilith.

Borderlands 2, it did much to add to the universe and gave several characters much needed depth. Plus it gave us Handsome Jack. Liked the Pre-Sequel too, because of Nisha.

Wrong, Mordecai was injured trying to capture Athena, Lilith mentioned thay. So it's long after Borderlands 2. Especially since Gaige and Axton are off world.

Handsome Jack obviously, the main antagonist of Borderlands 2. Or more specifically, the Handsome A.I. Nakayama created in Borderlands the Pre-Sequel.
